Bob Allder has sent HMSOldies this appreciation of Richard Higgins, who worked at HMSO Parliamentary Press in London, and who died in 2023:
Richard worked as PB7 in the Planning Office at the New Parliamentary Press as a Customer Services Officer around the late 90s, having joined HMSO in July 1989.
His passion in life was rowing. He joined Kingston Rowing Club in the early 60s and was a stalwart member of the club, becoming involved in fundraising and managing the club bar. He also coached the juniors, and one of those juniors was a young 14 year old Julian Clary who Richard coached along with Julian’s older sister. At his funeral service, which was attended by many members of KRC, Veronica – his long term partner – had asked the rowing club members to wear their colourful blazers, which they did. A eulogy for Richard was given by his surviving brother.
